The Country Office is located in Abuja and Field Offices in Bauchi, Borno, Cross Rivers, Gombe, Jigawa, Kaduna, Katsina, Kebbi, Lagos and Zamfara states. Addtionally SCI has significant presence in Benue, Ebonyi, Edo, Enugu, Kano, Kogi, Kwara, Plateau, Sokoto and Yobe states. SCI thematic focal areas are Nutrition, Health, Child Protection, Food Security & Livelihoods, Education and WASH, Save the Children is under agreement with the Federal Government of Nigeria dated 10th October 2012.

Save the Children is seeking for candidates its Humanitarian Response in the North Eastern part of Nigeria; location is Maiduguri, Borno, Nigeria and the incumbent will report to the Senior Humanitarian Logistics Manager in the capacity below:

CONSTRUCTION COORDINATOR

ROLE PURPOSE
The Construction Coordinator will be tasked with overseeing all functional aspects of construction related activities from design and procurement, to supervision and contributing to reports.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY
Planning, Coordination & programme support:
Liaise with programme Technical leads, Programme Managers and the relevant Regional government bureaus on the design of structures and advise on appropriateness of design and materials for the proposed sites.
Contribute to proposals and provide daily and monthly reports outlining progress as well as the utilization of materials, labour, and equipment being used.
Collaborate in planning, design and quantity surveying where necessary with any external engineering contractors during the development of new project proposals.

Technical/operational:
In coordination with the relevant programme and operation team, is responsible for preparing, reviewing and administering contracts and infrastructure development projects.
Review technical design documents from the programme sectors (Health, Education and Wash) and recommend relevant modifications, if required, and also ensure that the project plans, drawings or sketches are well understood by the implementation contractors/teams, provide implementation guidelines and give feedback as appropriate.
Visit and assess proposed construction sites in project areas and make decisions based on consultation with the Project Managers, Senior Logistics Manager, Team Leader/DTL, communities & concerned government officials as required.
Assist the procurement team in outsourcing and contract administration for all the programme’s construction activities implemented by the programme in different area and field offices.
Examine and process payment requests for construction works undertaken by different projects in the programme area.
Keep record of federal and regional standard designs for Education, Health and WASH and other rural infrastructure activities and adopt them as required.
Establish a contract management database and keep updated record of progresses at each construction project, also coordinate and supervise construction works in order to assure quality of construction.
Work closely with requestors to ensure that contract values are within the available budget limit, and also keep record of payables (retentions) and receivables (advances) and inform all concerned timely for release and/or recovery.
Identify where necessary, and through acceptable and transparent ways, contractors/spe...ts/suppliers to carry out spe...ed pieces of work where project personnel do not have the capacity to do so.
Ensure that the project plans, drawings or sketches are well understood by the implementation contractors/teams, provide implementation guidelines and give feedback as appropriate.
Identify and organise procurement of locally available construction materials in close collaboration with the procurement team.
Ensure effective and efficient use of all SC’s financial and material resources in order to keep costs to the lowest possible.
Provide technical support for all partner agencies.

Review, Follow up and assessment:
Review technical design documents for construction works and fully participate in the preparation and analysing tendering and contract administration processes.
Follow up on planning and implementation of all construction undertakings and also review and monitor the performance of construction companies for compliance with the contract agreements they entered into with SCI in collaboration with Senior Logistics Manager.
Review the status and progress of construction work including assessment of the quality, design and implementation processes.
Coordinate and actively participate in the construction projects management Processes (Planning phase, Design phase, Bidding phase, & Construction phase and Post construction phase).
Examine, review and verify construction payment requested by contractors.

Capacity Building:
Build and develop the capacity of the project managers and construction supervisors (field Logisticians) and procurement team through the use of effective training, performance management frameworks and development plan.

Report:
Collect data from project sites and compile construction work progress reports on regular basis to concerned program representatives and Logistics.

QUALIFICATIONS AND EXPERIENCE
First degree in Construction Engineering or related technical field.
Proven and significant experience in international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
3 years of field level experience in logistics for INGOs in international development and emergency programmes.
Knowledge of  key institutional donors and their compliance requirements in respect of logistics and procurement.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
Commitment to Save the Children values.
Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time.
Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
A high level of computer literacy (word, excel, ppt, CAD, etc).

DUTY DRIVER

INTRODUCTION

This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed.
As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

ROLE PURPOSE
The driver is responsible for the safe driving of Save the Children International vehicle, staff and Assets at night and during the day on weekends.
The Driver will ensure cleaning, proper maintenance of vehicles in compliance with the Driver’s handbook and safe driving standards, ensuring the vehicle is fuelled in time for trips and the proper management of the fuel supply for that vehicle.
The driver should do so in accordance with SCI policies and procedures.

KEY ACCOUNTABILITIES
Documentation:
Maintain the vehicle log and fuel consumption documentation

Keep the Vehicle Documents Folder up-to-date:
Support the Head Driver with the Vehicle Usage report, including trip use, mileage and fuel consumption.
Maintain a valid driver license, registration and valid permits all the time Control of Vehicles
Ensure that all vehicle journeys are authorized in advance by Line Managers.
The duty driver will only drive at night if there is an emergency. The duty driving hours and schedule is as follows: Monday to Sunday – Night (5:00PM to 7:00AM); SAT & SUN – Day (9:00AM to 5:00PM) and Night duty depending on overall driver duty roster for Borno humanitarian programme.
Ensure that all vehicle journeys are to be recorded in the log book at the start and completion of the journey
Ensure that the keys and vehicle documents are kept in a secure place when the vehicle is not in use.
Ensure that s/he wears the vehicle safety belt and all passengers also wear seat belts before driving the vehicle. On the road
Ensure that the line manager is immediately informed of any accidents, the Accident report is filled immediately and the accident reported to the police as soon as possible.
Ensures safety of passengers at all times
Safe transport of all staff, equipment, and materials
Save the Children has a no passenger policy – this relates to all non agency personnel and is for reasons of safety, the continuance and equity of the programme.
Save the Children may give lifts to agency and Governmental staff on occasion for the benefit of the programme – see passenger policy for details.
SCI reserves the right to refuse entry to a vehicle any staff member without identification documents or who cannot be identified by SCI staff.
In the event of a medical emergency lifts may be given on prior approval of the programme manager – see passenger policy for details.
Vehicle Checks:

Check the vehicle prior to its use in the morning and after use
Check the vehicle before departing from work.
Check, on taking over a vehicle, that the items listed on the Vehicle Check List and the items listed in the Vehicle Tools and Materials Inventory are present and in full functioning order.
Vehicle Defects:

A driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager. After consulting a mechanic, the line manager will make the decision as to whether the vehicle should be taken off the road for repair.
Report and supervise all maintenance and repair needs of assign vehicle.
Cleanliness & Visibility:

The driver is responsible for ensuring that his vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all rubbish is removed from the vehicle after a journey.
Driver is to ensure SCI visibility protocols are adhered to at all times.
Other:

Follow and abide by the traffic rules, SCI regulations, driver safety manual and any other instructions given by the Line Manager
Maintain all vehicle’s safety equipment, as per vehicle safety kit, in liaison with the logistics officer – including first aid kit, communication equipment, tow rope and fire extinguisher
Work after duty hours or holidays as and when required and with prior notice from line manager
Perform any other relevant and appropriate requested by the Line Manager

SKILLS & EXPERIENCE
Administrative & General Skills:
A full and clean driving license
Should have 3-5 years experience of professional driving.
Prior experience as a driver in an international NGO, UN agency or private company
Ability to multi-task and work calmly under pressure is essential for this position.
Excellent interpersonal skills and demonstrated ability to lead and work effectively in insecure environments is critical.
Some practical experience of user vehicle maintenance.

LIVELIHOOD OFFICER

INTRODUCTION

As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

ROLE
To support the implementation of the livelihood component of a 12 month project which seeks to increase access to quality education through strengthened resilience and livelihood.
The project will address economic barriers to accessing basic education by increasing income and strengthening the resilience of vulnerable conflict affected households in Borno State.
The children from the selected vulnerable households will be supported to access education, by providing a combination of unconditional and conditional support and incentives to enable them enrol in and consistently attend school.
The project will also support the selected households to start up viable Income Generating Activities (IGAs), to enable them to continue educating their children beyond the life span of the project.

MAIN RESPONSIBILITIES
Programme Support:
Support beneficiaries’ identification, selection and sanitization processes
Actively participate in relevant field assessments to identify the beneficiaries’ needs and viable micro-enterprise/IGA opportunity, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs
Organize the training of the selected households on business planning, record keeping and micro enterprise management
Facilitate the provision of income generating equipment to the selected households
Conduct the implementation and monitoring of all activities, at field level, as laid out in the plan of action.
Assist in the registration of target families, ensuring that the data is collected and is recorded appropriately
Assist the Project Coordinator in the preparation of project plans, budgets and all documents contributing towards an overall project implementation.
Coordinate activities with local authorities, international community members, other implementing actors and partners at the local level.
Compile and submit regular project reports and updates
With support from the Head of FSL and/or other senior programme staff, support with inputs in development of high quality concept notes and proposals.
With the support of Project Coordinator, support project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
With support from the Accountability Lead ensure accountability is enforced in all project activities as well as ensuring that feedback from children and their families is considered in project design/implementation
To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

GENERAL:
Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS & EXPERIENCE
ESSENTIAL:
Substantial experience of working in livelihoods,
Education to BSc/BA level in a relevant subject or equivalent field experience
Previous experience of project management and implementation
Experience of and commitment to working through systems of community participation and accountability
Knowledge of monitoring and evaluation
Some experience of representation and ability to represent SC effectively in external forums.
Ability to write clear and well-argued assessment and project reports
Politically and culturally sensitive with qualities of patience, tact and diplomacy
A high level of written and spoken English
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
